I've done a lot of technical interviews in my time (on both sides of the table). I think it's OK to say "I don't know" in some cases, because it shows an understanding of your limitations. (Bullshitting is a worse option!) However, as an interviewer I'd expect the candidate to say how they'd go about finding out or deciding or whatever.
In this case, though, the candidate was either woefully ignorant of basic methods or deliberately trying to fail the interview. The many-to-many question is like database 101 or even 100½. PAINFUL!
I liked the interviewer's approach with the more open-ended questions like "something you're proud of" and "something written for your own pleasure or to see if an idea works". Excellent questions, giving a candidate a chance to strut their stuff (or fall flat on their face, as with this guy).

That is definitely one of the worst interviews I have read or heard about. How can you go in to an interview and say 'I don't know' (and, imply, 'I don't care')? I bet he got into Computer Science because someone in his family wanted him to. Maybe he messed up the interview on purpose. Who knows?
